Understanding exactly what's required, from which countries, and what actually affects admissibility removes uncertainty from one of the most anxiety-inducing parts of the immigration process.

Who Needs to Provide Police Certificates?

Most programs require police clearance certificates from:

Your country of citizenship (always required) Every country where you have lived for 12+ months since age 18 (or since age 16 for some programs)

This means if you lived in the UK for 2 years, Germany for 3 years, and are now applying from India, you may need certificates from the UK, Germany, and India simultaneously. Each country has its own process, format, timeline, and validity period.

Canada: Police Certificate Requirements

When required: For permanent residence applications. Not required for Express Entry profile creation — only submitted when an ITA is received and the full application is lodged.

From which countries: Every country you've lived in for 6 or more months since age 18.

Format: Must be an original document. A scan or photocopy is generally not accepted unless specifically approved.

Validity for Canada: Police certificates must be issued within the previous 12 months at the time of submission. If your certificate expires before the application is fully processed, you may need to obtain a new one.

Australia: National Police Check and Overseas Police Certificates

Australia requires two types of criminal history evidence:

1. Australian Federal Police (AFP) National Police Check

Required for all Australian permanent visa applicants who have lived in Australia for 12+ months since age 16.

  • Online application, identity document upload
  • Fee: AUD $45
  • Processing: 1–15 business days (most within 24–48 hours)

2. Overseas Police Certificates

Required for each country of residence (12+ months, since age 16).

Australia's guidance notes that some countries (North Korea, Eritrea, certain conflict zones) cannot provide certificates. In such cases, a statutory declaration explaining why the certificate cannot be obtained may be accepted.

Validity for Australia: Police certificates must be no more than 12 months old at the time of visa application.

United Kingdom: Police Certificate for Certain Nationalities

Most UK Skilled Worker visa applicants do not need a police certificate — the UK does not routinely require one from all nationalities. However:

  • Certain nationalities from higher-risk countries are asked for certificates during application processing
  • Disclosure of criminal history is required in all applications regardless

Canada: Criminal Inadmissibility

Criminal rehabilitation: After sufficient time has passed (5 or 10 years depending on severity), a one-time application for criminal rehabilitation can permanently resolve the inadmissibility. Cost: CAD $230 (less serious) or CAD $1,105 (serious criminality).

Australia: Character Requirement

Australia applies a broad character test under section 501 of the Migration Act:

  • Fails character test: sentenced to 12+ months imprisonment for any single offence
  • Substantial criminal record
  • Association with criminal organizations
  • Prior visa cancellations

Importantly, Australia assesses undisclosed criminal history too — biometric checks with international partners. Non-disclosure is treated as misrepresentation.

Practical Tips

  • Start early: Police certificates from some countries take 6–8 weeks. Request them as soon as your immigration pathway is confirmed.
  • Get multiple copies: Request 2–3 originals when possible — some applications require originals for multiple purposes.
  • Certified translation: Certificates in languages other than English must be translated by a certified translator. Factor in this additional cost and time.
  • Track expiry dates carefully: A certificate that expires during a long application process will need to be renewed.
