Language Score Mapping: CLB, IELTS, CELPIP, PTE, and TOEFL Conversion Table (2025)

Language score equivalency is confusing — a CLB 9 is not the same as an overall IELTS 9.0. This guide provides the official IRCC conversion tables for IELTS, CELPIP, and PTE, explains component-by-component scoring, and shows how score mapping affects your CRS points.

Why Score Mapping Matters for Immigration

A common mistake among Express Entry applicants is treating language test scores as a single overall number. Immigration systems — especially Canada's — evaluate each of the four language skills (reading, writing, listening, speaking) independently. Your overall score is irrelevant; what matters is the CLB level achieved in each individual skill component.

A candidate who achieves IELTS 8.0 overall but has a 6.5 in writing does not have CLB 9 writing — they have CLB 7 writing. This distinction can cost 16–28 CRS points.

What Is the CLB Scale?

The Canadian Language Benchmarks (CLB) is a standardized scale from CLB 1 (beginner) to CLB 12 (near-native proficiency) used by IRCC to assess English ability. Each accepted test maps to CLB levels per skill component.

For immigration purposes:

  • Express Entry minimum: CLB 7 in all four skills (FSWP, CEC, FSTP)
  • Maximum CRS language points: CLB 9+ in all four skills of the first official language
  • CLB 10, 11, 12 all receive the same maximum points as CLB 9

French Language Benchmarks (NCLC)

French language ability is measured in the Niveaux de compétence linguistique canadiens (NCLC), which mirrors the CLB 1–12 scale.

Actually the maximum for first language (single applicant) is 136 total across all four skills combined at CLB 9+. Per skill:

Total first language maximum: 34 × 4 = 136 CRS points (CLB 9+)

Critical calculation: An applicant who achieves CLB 9 in listening, reading, and speaking but CLB 8 in writing does NOT receive 136 first-language points. They receive:

  • 34 (listening) + 34 (reading) + 34 (speaking) + 22 (writing) = 124 points — losing 12 points from maximum due to one CLB 8.

This is why retaking the test to improve a single CLB 8 component to CLB 9 is worth serious consideration: 12 CRS points can mean the difference between receiving an ITA in a draw and missing it.

Strategic Implications

IELTS 7.0 in writing = CLB 9: The CLB 9 threshold for IELTS writing is 7.0 — not 7.5. Many candidates over-prepare for 7.5 in writing when 7.0 already delivers CLB 9.

IELTS vs. CELPIP — where to retake: If you scored IELTS 6.5 in speaking (CLB 8), switching to CELPIP and achieving CELPIP 9 in speaking gives you CLB 9. Different test formats suit different candidates.

PTE listening 82+ = CLB 9: PTE's highest-impact area for most candidates is listening — the range is wide (60–90). Focused PTE listening preparation (summarize spoken text, fill in blanks) can lift CLB from 8 to 9 in one component.
